As Sektor said it is connected with your operating system - when GTA2 was beeing made no one even thought about Windows XP (it was time, when windows Milennium and 2000 were not yet released - remember, that they FIRST made editors, THEN they start modelling maps - so editor is even older, than GTA2 itself)

Actually it's supposed to work best in 98 (no tile bug). I thought everyone with XP had that problem. I have white tiles in XP SP1 and SP2 but it displays fine in 98.

All tiles start off white, when I click them they show the tile and it stays like that for a while but when I scroll around, they seem to randomly change back to white.

I guess the map editor aint working very well on your computer, but, it works not well on VERY many people's computers.
And its not that bad, just click a tile and hold down or up, to search for tiles in a slow but covering movement.(Else left or right for faster.)
Unless only the tile you have selected shows up and that those you selected earlier disappear. In that case, i can believe it will be annoying lol.

The map editor does work well with older versions of windows. Below XP, like, 98? 95 or so, and XP Service Pack(SP) 1 seems to work REAL bad with map editor, i think. Glad i got SP 2.
