The ping is the time it takes for two computers to communicate where the distance is the main factor. So picking an player that is close to your place (country) is the best way to reduce it.
However sometimes the router, the computer, the modem and the type of internet also have effect on the ping.
So what you could do is:
* no downloading during playing
* open ports in router
* don't run different programs at same time you play on the PC (like MSN or Windows Update)
* have no trojans/viruses and other bad stuff on your pc
* I'm not sure, but ADSL 2 has a higher ping than normal (old) ADSL because the performance of ADSL 2 depends on the distance between you and the nearest provider 'station'.
